At the invitation of President Tharman Shanmugaratnam of the Republic of Singapore and his wife, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, To Lam, and his wife, along with a high-level Vietnamese delegation, will pay a State visit to Singapore from May 29 to 31, 2026.
At the invitation of the Director-General and CEO of the International Institute for Strategic Studies (IISS), Bastian Giegerich, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, To Lam, will attend and deliver the keynote address at the Shangri-La Dialogue on May 29, 2026.
The visit to Singapore by General Secretary and President To Lam takes place more than a year after the General Secretary's visit to Singapore and the Singapore Prime Minister's visit to Vietnam, making an important contribution to strengthening trust and close ties between the high-level leaders of the two countries and strongly promoting bilateral cooperation.

The State visit to Singapore by General Secretary and President To Lam is of particular importance in continuing to implement and concretize the framework of the Comprehensive Strategic Partnership between the two countries. The visit takes place against the backdrop of extremely positive bilateral relations, while both countries face the need to innovate their growth models, enhance competitiveness, and adapt to the rapid shifts in the global economy.
Meanwhile, this marks the first time the General Secretary and President of Vietnam has delivered a keynote address at the Shangri-La Dialogue, the region's leading multilateral security forum. The IISS's invitation to the General Secretary and President to attend and deliver the keynote address demonstrates a high appreciation for Vietnam's important and responsible role and position in regional and international affairs, as well as a high regard for the General Secretary and President's role and prestige in guiding the country's strategic development and foreign policy.

Singapore, with its close geographical proximity, is a key partner of Vietnam within ASEAN, directly impacting Vietnam's security and development. Relations between Vietnam and Singapore have developed strongly since Vietnam joined ASEAN in 1995. The two countries established a Strategic Partnership in 2013 and upgraded it to a Comprehensive Strategic Partnership in 2025. These achievements reflect a high level of political trust, increasingly deep shared interests, and a common strategic vision in the new context. Politically, Vietnamese and Singaporean leaders have frequent high-level contacts and exchanges.

The high frequency of high-level visits between the two countries shows three things: First, the foundation of our relationship is based on very good rapport at the leadership level; second, it demonstrates the importance that both sides place on this relationship; and third, it shows the strong momentum since the two countries upgraded their relationship to a Comprehensive Strategic Partnership last year.
