At the meeting, the Organizing Committee announced the decisions of the Minister of Public Security on the establishment of the Fund’s Management Agency and the issuance of the Charter on the organization and operation of the National Data Development Fund. These are important legal foundations, marking the official commencement of the Fund’s activities.
The session focused on discussing and reaching consensus on the organizational structure of the Fund. Delegates exchanged views and proposed options for establishing a streamlined supporting apparatus with clear functions and responsibilities, ensuring effectiveness and efficiency, and meeting practical requirements during the initial stage of operation.

Alongside this, the meeting discussed the program of activities and the roadmap for implementing the Fund’s key tasks in the coming period, focusing on critical areas such as supporting the development of data infrastructure, promoting research and technology applications, training human resources, and building a national data ecosystem.
At the same meeting, delegates reached consensus on assigning specific tasks to each Deputy Director, Chief Accountant, and supporting units, ensuring the principle of “clear person, clear task, clear responsibility, clear authority, clear timeline, clear outcome.” This provides a solid foundation for the Fund’s management and the effective execution of its missions in the future.

In his concluding remarks, Major General Nguyen Ngoc Cuong, Director of the National Data Center and Director of the National Data Development Fund, emphasized that the Fund is the first off-budget state financial fund in the field of data. It plays a particularly important role in promoting the development of data infrastructure, advancing research and technology applications, and fostering high-quality human resources, thereby contributing to the building and completion of the national data ecosystem.
The Director of the Center requested that all units maximize their sense of responsibility and focus on the synchronized implementation of the assigned tasks. He urged the rapid completion of the organizational structure and the establishment of working regulations to ensure that the Fund soon operates in a stable and effective manner, meeting the requirements of the country’s new development stage, where data is increasingly affirmed as a strategic resource and a foundation for digital economic growth.
